I was asked how does the FAA make a regulation a regulation?

I was thinking of a lot of old grumpy farts sitting around a table making pilot lives a lot more harder.


Anybody have a better answer?
 
They go through the process of creating a Notice of Proposed Rulemaking (NPRM). Once published, then it's open for public comment. Once that period is closed, the comments are reviewed, the proposed rule is revised (or left alone) and then it may or may not become a regulation.

I was always told usually by someone dieing. Hence the term the FAR's are written in blood.

Thanks Polar, I was looking for a decent source on the NPRM process, but I couldn't find one. That link's even better!
