Aileron flutter on what appears to be a Hawker 800XP with API winglets. This oscillation has been reported on 800XP and 850XPs with API winglets, with HBC winglets, and with no winglets at all operating above M0.73 and 33,000 feet. When the aircraft is slowed and/or descended, the flutter ceases.
On 11/27/2013 the FAA released Special Airworthiness Information Bulletin NM-14-05.
"Investigation of these incidents revealed missing aileron bushings, low cable tensions, and improperly installed brackets. After the operators corrected the airplanes to the type design configuration, as defined per the existing maintenance manuals, the oscillations did not recur."
