Hand Brake on a Citabria?

Does anyone know if they ever put hand brakes on citabrias? Today I was working on a 1967 7ECA and it had what appeared to be part of one. There were control cables going from the brake cylinders up under the panel where they were cut and zip tied in place. This plane now has heel brakes. Anyway I was just wondering if anyone had any more info on how the hand brake might have worked.
 
I have never heard of a Citabria having anything other than heel or toe brakes. It might have been part of a parking brake?

Mine has what you would think might be a hand brake, but it is actually the parking brake. Handle is located under the instrument panel on the right hand side. FYI... 1968 7ECA with heel brakes...
 
It's so you can e-brake around those tight taxi turnoffs...

In all seriousness though, sounds like a parking brake. Just like 80% of the Piper aircraft out there.
 
I flew one for my Stall/Spin training.

I only remember a set of toe brakes, but we only used them on run-up.
