He was being technical. You can't fail a flight review because there's no provision for recording "failure" in the applicable FAR. You can't take away his flying privileges or his certificate. After your session, assuming his last flight review was less than 24 calendar months before your flight with him, he was legally entitled to hop in an airplane and fly away.BS, you can fail anything. I had one guy fail a BFR I gave him; he couldn't tell me how the airspeed indicator worked. I mean I wasn't looking for much, just a simple, "It measures the speed of the air going into the PITOT tube" would have sufficed.
But noooooooo, couldn't even figure that out. He failed.
