The passive ADB-B systems require a aircraft with compliant ADS-B out to be in the area to trigger the ground station to start broadcasting. Also the TIS-B traffic broadcast is based on a hockey puck of airspace around the ADS-B out aircraft only, so with a passive system there may be lots of traffic around that will not be displayed.
