Your absolutely right and that would make an excellent question on an IR or CFII check ride.

Failure of GPS doesn't necessarily mean failure of the GNS 430/530.

That's true and in theory you would be completely legal with the 430 as your only NAV, COM or GPS and 1 VOR head (not that its a good idea)....
