Foreign students

Ok, so got a student who is here for a few weeks to get started on learning how to fly.

I can't find anything in the regulations that say you must be a citizen or anything. No student visa or anything it seems, right? Or am I just missing something?

The key area is the 61.87 pre solo stuff, since he is only here long enough this trip to get somewhere around that far; about 16 days.

I recall having questions if you are a citizen on the medical form, but can't find a part 61 reference to foreign students, other than the converting already licensed thing.

Going to get him to schedule a medical as soon as possible, so that isn't a hold up for possible solo in the next couple of weeks if things all go well.
 
Many schools in the US train foreign pilots - from Britian to China, most of whom are not US citizens. The only requirements are that they can read, speak & understand english as well as the rest of the minimum requirements for the certificate obtained.

Just wondered if I missed an FAA issue. So, makes me wonder now, since this TSA thing seems to be a lame thing, and a $130 cost for the student, is it required? I mean, where is the 14CFR reference that says we must follow new TSA rulings? Just wondering. Will follow the thing on 20 Oct when it begins to apply, but the student I have (from Japan) is going to be gone by then.

Basically, can the TSA tell the FAA what to do. Or can the FAA say, "oh, that's nice, and we'll try our best to do what you recommend". I'd suspect it has to be followed, and there is likely a CFR somewhere that says so.
 
I think it's less of a 14CFR thing and more of an immigration thing. TSA has all the authority in the world to tweak immigration laws concerning letting people into the country for schooling. Now, whether they make smart decisions is up in the air......
