Foreign pilot

I got two questions, Im a flight Instructor at a small local FBO .

1. If a foreign pilot who holds an FAA private pilot license comes in and wants to do a checkout in our airplane, are there any special precautions I must take in order for him to be able and rent our airplane?

2. We require renters insurance, however he says he can not find anyplace to get it because he is not a US Citizen. Suggestions?
 
1. No. Look at the TSA website. Checkouts not covered.
2. Talk with AOPA. Maybe if he becomes a member they will give him non-owner insurance.
 
1. No. In fact, you can do whatever training you need to with him, bring him up to speed with the airplane, a BFR, or tailwheel endorsement, or whatever without concern. TSA would only be an issue if he want's to add a multi-engine or instrument rating. (He might be one of the 'good' terrorists, who are allowed to fly but not in instrument conditions).
 
2. See if he can get a renter's policy in some other country. They will often cover you internationally (by international, most mean any place on earth except the USA...)
