FCC Radiotelephone permit?

I've got interviews at two regionals that require an FCC restricted radiotelephone operator permit, one of whom apparently requires it at the interview. Anyone here gotten one and know how the process works? I've tried to decipher the forms on the FCC website, but they're kind of convoluted.

is there a test that you have to take? If so what book do you use to study for it?

Also at what point in your ratings can you get it? I'm about to finish up my COM license, is it too early?
 
WHat is the point of this license? How is it different than a HAM Operator license? I read through, but couldn't find anything on how often it needs to be renewed?

This license never has to be renewed, it is a one time deal good for life.

It used to be required for all pilots who would operate a radio in any airplane, then eventually changed to only those planes in revenue service, then dropped to those in revenue service outside the US in ICAO airspace. Thus, it is now the way the FAA/FCC meets an ICAO rule, and also nets the FCC $55 (IIRC) for doing just about absolutely nothing.

If you really want to take a test you can try for the unrestricted radio operator's permit. :) Just need to pass a coding test.

The radio permit is not related to any of your pilot certificates so you can get one any time, as a student pilot as a commercial-multi pilot. It's just that just about every airline is going to require the restricted radio operators' permit.
