fbo's and flight training need help!

I have been reading all about the different academies, fbo's and trying to take it all in. From what I have read people suggest that going to an fbo is a good route to take, and I agree. The academies seem very expensive for the training, and are not very popular! So, I've been checking into the fbos where I live and other states and I was wondering how much I should expect to pay for my ppl and instrument ratings. The one in syracuse ny quoted the averaged cost for the ppl would be 10,000 and the cost of the instrument rating is another 10 grand which sounds expensive to me. Ultimately, I would like to get my certifications through an fbo while working on a 4 year college degree. any suggestions would be very helpful, and if anyone knows of good fbos let me know.
 
Hello! I am also a Syracuse pilot and I figure you talked to exec air. Basically, flight training in syracuse is just flat out expensive, but I can tell you that the training quality at exec air is top notch. Then there is the Syracuse Flying Club option. It is 85 an hour for a 1982 piper warrior II plus 75 a month. You really get what you pay for with that plane. Currently, I have an instructor from exec air and use the syracuse flying club plane.
