Forgive me if this info's already here somewhere-- I'm a fairly new poster but a frequent reader & haven't seen it.
TOLs say, "Please note that by indicating your interest for the facility and state listed above you agree that you may only be placed within the state identified."
Are some people's facilities changed after their TOL or FOL? At what point would this happen and what are the factors involved?
