My thoughts exactly. And vipers do have a very fast climb rate indeed.It's entirely possible that the RA was generated despite the CRJ being level at FL300 and the F16s never getting hirer than FL290, still inside the MOA. The TCAS software is based on closure rates so if the Vipers were climbing at a very high rate the system may have interpreted it as that they wouldn't level off before endangering the traffic at FL300.
And then again, it's possible they blew out the top of the MOA and really did almost hit the RJ.
