Your impression is mistaken. Our resident ChiEx Saab FO FlyChicaga still doesn't have 800 hrs.
 
FlyChicaga is an anomaly. He knows it. He deserved it. Anyone else on this board at a regional with less that 1000 total?

Back in the hiring boom in '99 and '00 many people got hired at airlines with 300 hrs or less. It is still happening w/MAPD etc.

The Captain is the one that has the insurance requirements. Most airlines require 2500 TT and 1000 turbine (that one can be waived with 1 year experience in the aircraft.)
 
Back in 2000-2001 people were being hired at Con Ex with less than 700 hours. There were a few who left FSI at that time, at least one broke his 800 hr contract.
