We know that you have to have 5 hours as PIC in that specific make and model of helicopter to conduct flight instruction but can you do a flight review without having 5 hours of PIC?

I don't think so because 61.56 says the flight review must be one hour of ground training and one hour of flight TRAINING.

What do we think?

I believe the 5 hours pertains the the training for a certificate only. As long as you are rated for the category, class, and type if required you can give a BFR.

Is this the same rule that also applies to the multi airplane?

If so then the 5 hours are only required to train an applicant for an initial rating.

(f) Training received in a multiengine airplane, a helicopter, or a powered-lift. A flight instructor may not give training required for the issuance of a certificate or rating in a multiengine airplane, a helicopter, or a powered-lift unless that flight instructor has at least 5 flight hours of pilot-in-command time in the specific make and model of multiengine airplane, helicopter, or powered-lift, as appropriate.
