Are dispatchers allowed to access DUATS?

Not necessarily to use for flight planning unless approved by OPS SPECS but just in general.
 
I have no idea when any professional dispatcher would have a use for an extremely basic system like DUATS. Any airline will have a vastly superior, much more sophisticated and powerful flight planning system; not to mention the fact that DUATS is not configured for scheduled operations.
 
The only reason I've heard a dispatcher even wanting to use DUATS/DUAT is to find preferred routes for a city pair. (Used for repo flights on city pairs we don't normally do direct flights between.)
 
Dispatchers can get access to DUATS - I got access once, and I think I probably can still get on there - but I haven't used it in years. The weather tools available to me at work are far superior in my opinion.

So much better and they're continually expanding international coverage. In fact the Avantair "dispatchers" use fltplan.com to generate paperwork for the pilots.
 
I've used DUATS before but as Manniax mentioned, it would be like doing long division with a pencil. Anyone with an airman's certificate can register with DUATS for access.
