yes. Many people fly kingairs, cheyennes etc.. without an ATP.
However I believe the regs require an ATP for jet PIC in 135 operations.
For a turbojet a/c, a/c with 10 or more pax seats (excluding crew seats) or a multiengine a/c in a commuter operation as defined by Part 119 - said person must hold an ATP with appropriate category and class ratings - and a type rating for that a/c if required.

Out of curiousity, let's say you have a butt load of hours, but no ATP, could you legally captain a multi engine turbine airplane part 135? The regs about PIC qualifications seem a little odd

Have you looked into getting an age waiver? I'm assuming you're asking because you're 19. They used to issue waivers, but I'm not sure if they do any more.
Just recently we had a lear captain that was 22.
