If it makes it any easier, practically, I have never heard Center tell anybody to "descend via the Barin 1" - all they will tell you is Falko 10 and 250. At or about FALKO they will hand you off to Potomac approach and they will give you the "descend via" if it's coming at all.
*IFF* Center gave me the descend via without clarifying their expectations at FALKO then I would query them. But legally I could immediately descend to 5,000 to cross Barin even if I was just crossing FAK. An expect is an expect, if it's not given it doesn't exist.
