This is going to cost him BIG time. The FAA is likely to pull his tickets for a while.. maybe even a 709 ride for his DC-3 and at Delta and then the time off from Delta. Costly lesson.

Only a law enforcement officer or military under arms can hold me.

Just to clarify, military under arms can only hold you on Federal property, or during times of declared martial law. (Or if you are subject to UCMJ on civilian property.) As a civilian, on private, or non federal controlled property, I have no obligation to answer to, or follow orders from an MP.

Had this very thing happen to me. Was exiting the CHS AFB when some airman MP decided to stop me for speeding, (I was accelerating from the base posted speed to the municipal posted speed.) Turns out I was 20 feet outside the base perimeter when he clocked me and was 100 yards inside the county when he stopped me. Needles to say, the watch officer was highly irate with him being on county property, and for stopping me.

It depends where the line is between off base/post and the civilian town. Some bases it's right outside the gate. Others, it's X yards/feet, etc past the gate. Just know where the lines are. Now, if you commit a traffic violation on base property, you can still be stopped outside the base area, as the infraction was committed in their jurisdiction (not your situation, but just saying).
