CTC (Insert Class C Approach) w/in 20 nm

I was planning some flights I intend to take when I'm done with my TDY at Andrews AFB. Anyhow, one flight is to Atlantic City (Bader) (AIY), and the other is to Chesapeake (CPK).

I want to fly to Bader and hit up the casinos before Bader closes, and I've always wanted to fly down the DelMarVa peninsula (a route taken MANY times to visit family in VA Beach from Dover, DE).

My question is this: With both Atlantic City, and Norfolk, there is a box saying
[CTC Atlantic City APP Within 20nm] [CTC Norfolk APP Within 20nm]
....

... is it contact approach within 20nm of the primary airport, or within 20nm of the outer ring of the Class C airspace?

I tried looking in the AIM last night and didn't find anything. It's not likely to be an issue as I usually get flight following and would get passed on to the proper controller, but was curious for understanding the charts better.

You'll find that note near (almost?) all class C airspace. It's within 20 NM of the primary.

Look at the chart. The outer ring of the Class C is 10 NM from the primary. All the chart note is asking is that, if you are planning to fly into the Class C airspace, be courteous and call them 10 miles before you get there so that they can make room for you if necessary.

If your planning to land within the primary, CTC prior to the 20nm point.
If flying through, contact before airspace penetration.
Do you have to contact them if your flying above?

No ... but depending on their departure/arrival procedures ... letting them know you'll be above their airspace may give them the opportunity to inform you of potential conflicts due to departing/arriving aircraft ... that and any other aircraft in their sector transiting the area.

The way to confirm this statement is to read AIM where one will find that Class C approach airspace typically extends 20 nm around the primary airport. Calling 20 nm beyond the 10 nm outer ring would put the aircraft 30 nm from the primary and outside approach control's airspace.
