So most people get about 1.3 ME-PIC on your ME checkride, so they get about 13.7 or so dual training (also ME-PIC) in prep for the ME-CFI.

Ok... I think the confusion over whether you can count checkride time is over which checkride you're talking about. You need 15 ME PIC prior to taking your MEI checkride.
The 1.3 (or whatever) from your Commercial ME checkride counts. The time for your MEI checkride will be in addition to your 15 hours.
