commercial single eng add on and instrument

I've been getting alot of help from IanJ - crazy cool cat to go out of his way to send me info. He gave me information on adding fixing wing single eng. to my commercial rotorcraft license but it was under part 61. I'm trying to get VA to pay for it under 141; first I'm wondering if I can do that, second I'm wondering what the hour requirements are?

I know VA won't pay for private pilot license but since I already hold a commercial certificate, it is still considered a add on right?

Can anyone help?
 
It's been a while, but I used to run an Army Flying Club and we transitioned a number of pilots to fixed wing. I believe they all did the add on to thier commercial certificate, meaning the VA paid. The best thing is to talk to the 141 school and see how thier program works. For example, the school I went to did not have a Multi Engine Instructor program under thier VA approval, but they did have a Instrument Instructor program ... which had the multi engine airplane authorized to be used. So I enrolled in the Instrument Instructor course ... and used the max hours allowed to prepare for both my Instrument Instructor and my Multi Engine Instructor check rides ... killed two birds with one stone!
