Does anyone know the Part 61 time requirements for a Commercial ME Add rating? Does the 10 hours of ME PIC or ME Acting PIC still apply?

Yes, per 14 CFR 61.129.b.4

No, 61.63 applies to add on ratings to the same grade certificate. There are no addition hour requirements for the add-on.
