Close Call! (long)

I just had lunch with a controller the other day and this very subject was discussed. The bottom line is during VMC operations it is see and avoid, When operating IFR ATC only has to provide separtation from other IFR traffic and VFR traffic work load permitting. Also contrary to what I thought an IFR flight does not have priority over VFR aircraft. It totally pisses me off to be vectored behind a C-172 doing practice approaches but I guess if they got bumped for every IFR arrival they would never achieve thier training goals.
 
They do if you ask for special VFR. All IFR operations have priority if you go into the airport under "special"
