Clearance to Land

I loved the runway 4--er--5, left turn into parking arrival... Much better than B-E-D-A.

You could always call the ASOS number with your cell -- or just keep asking for the wind and a different runway when you check on. Sooner or later you'll train 'em (except for one of 'em).
Yes, that one is still there. Also, they changed all the taxiway names...now its B B1 B2 A. It's sad really. I do ask but I try to make sure I have an idea about the winds before hand....when did you fly out of CPS?
 
Winds, along with the landing clearance, is an additional user fee.

Yes, but it is still not required, the only wind requirement is when there is a tailwind component. If you look up in the .65, what you just quoted is 3-10-5e, which is only applicable to the Navy and Army, it is in italics at the beginning of the section USA/USN. As I said, it only has to be issued with a tailwind component, or if you must issue it in accordance with an SOP.
 
Ah....missed that part. Thanks for the clarification.

NP, when I saw you had posted that, I had to look it up, because I know we got into a bit of an argument in the tower once over issuing wind, and none of us could find a requirement unless it is a tailwind, but local SOP's can dictate otherwise
