When does Class E airspace begin at a floor of 14,500MSL? "Sharp side of the blue?"

You are correct. Keep in mind it may also extend down to 1,200' AGL to include the airway system or even to the ground at some airports.

Class E starts at 14,500 MSL only when Class G extends to the surface below that. Case in point: Class E starts at 14,500 in areas on the "hard" side of the magenta or blue Class E line on the sectional.

EDIT: Went back and read that again. I just got what you meant by "sharp side of the blue."
