Anyone ever obtained one? How difficult was it to get?

It depends.

Depends on why you need it and where you're intending on landing at. If its to go into a military field for an open house of some kind, it's pretty much a formality. If you just want to drop in for the heck of it, it likely will be difficult.

There are many military fields that even have restrictions on the type, time(s) of day, and reason(s) for business for even other military aircraft to be allowed to use the field.
 
Well, being a retired service member my only reason for base access is commissary, MWR, Space-A, Navy Lodge and the like. Not dropping in for reserve duty or official business. The idea of flying a SuperCub or RV into a military airfield is really appealing just because of the novelty aspect. However, I understand that base ops take priority and the CALP can be rejected because of operational needs.

Yes, there has to be a very good reason in order to get a PPR. Dropping in for novelty aspect won't cut it. Would be neat if it could, but the government doesn't want the liability, hassle, etc, etc, when it's not at all needed. Like I said, some bases won't even allow other military aircraft to get a PPR unless there's some specific business they have at that base, besides just a XC or fueling stop.
