Charter Brokerage Structure

For those in the charter world, what's a typical brokerage fee/structure?

A firm I consult for is looking to enter a partnership with another carrier that may end up looking a lot like a broker deal. We're just starting to shape what the deal should look like.
 
When I flew charter, we sometimes had to cover the schedulers desk and book trips. If we had to broker a trip, the company that was providing the airplane generally discounted it 5%. We would then add the 5% back in and quote that price to the customer.
 
A charter broker will promise the passengers anything it takes to seal the deal but won't tell you these details. Then you're stuck with angry passengers.

"Ma'am, I can assure you this CJ can not fly non-stop from Bermuda to Hawaii. Who told you that?" Or "Where is the microwave? My catering needs to be warmed up?" "Microwave?, we don't have one."
