This is a dumb question, but is the CFII essentially an "add-on" to the CFI certificate, or is it a seperate certificate wherein CFI is not a prerequisite?

In other words, can you be only an instrument instructor?

Yes, you can be a CFII as your initial instructor certificate. However, you are VERY limited in what you can teach and you aren't much good to a flight school. On top of that, taking the "II" as your initial could be one hell of a complicated ride. I wouldn't be up for it.


Lots of people have tried to reinvent the wheel when it comes to flight training and generally the only thing they accomplish is spending more money than necessary.
 
My roommate, and the flight school I work at follow the idea that doing the CFII as the initial is easier because its less theory and more procedures.
