Yes, you can be a CFII as your initial instructor certificate. However, you are VERY limited in what you can teach and you aren't much good to a flight school. On top of that, taking the "II" as your initial could be one hell of a complicated ride. I wouldn't be up for it.This is a dumb question, but is the CFII essentially an "add-on" to the CFI certificate, or is it a seperate certificate wherein CFI is not a prerequisite?
