some flight and ground training, perhaps only a minute amount, but
some logged training is required in the areas of operation.

Well, I'm not sure about the legal eagles sharp shootin the FAR language, but the FARs also require instruction in the fundamentals of instruction, and to me that includes all the areas in the Advisory Circular FAA-H-8083-9 Aviation Instructor's Handbook about the learning process.

If the endorsing instructor can be sure the cfii applicant is able to talk and fly a simple slow 172 in the "part 91school book" procedures, which may be totally different than the real world, especially the 121 world, then time in class may not be required, but that
should be the recommending instructor's call.
