I'm inclined to say no since the change didn't occur until September 2013. Though, I'm not 100% sure on that.

Based on how the reg is worded, the answer should be yes. Recall that the FR requirement is a look-back over what you did within the previous 24 calendar months.

IOW, as of today, have you, within the past 24 calendar months, accomplished something the reg today says satisfies the FR requirement?
