I am not saying I am right, but instead pointing out that my opinion conflicts with your statement in this case.

I'm not interested in opinion, I'm interested in behavior. What have you done up until now? Have you recorded ALL these endorsements related to solo?

Yes. My school recorded them all in the folder. My college also recorded every endorsement, for everything through instrument/commercial as well. Even complex ratings were recorded.


Edit: IMO when it comes to record keeping you can never have too much information.
 
At the 141 school where I was the Chief and had regular contacts with FAA officials for the last 12 years, I/we kept instructor records of CFI endorsements of all student solo privileges. How else could I/we have kept up with it. Of course, we read the requirement to be plural as indicated in the reg. Otherwise, we would not have kept any "official" record, since unnecessary records invite more complicated record errors. In our case, the question of the regulation applying to initial solo only did not come up.

That's how it is here in my part of this wide wide world.

I discovered long ago that each FSDO is it's own power base attempting to rule the world. Get legal help.
 
And there is the problem...different FSDO, different interpretation.
Yes and no. The problem is regulations that can be interpreted to mean more than one thing compounded by the lack of a request for formal interpretation by the FAA. That request can come from inside or outside of the FAA and ironically, the ones that come from outside get quicker and more formal response.

Personally, I would write the letter requesting an interpretation myself except I'm currently involved in another similar issue and I don't want to get two going at the same time. Perhaps someone reading this thread will offer to write that letter and let us know when they receive an answer. Here is the address:

What if you lost the records? When I first started instructing I kept a record in a notebook of every endorsement, sign off, etc. Then when moving this last time (been moving a lot) I lost the notebook, I have tried to recreate it best I could, but Ive worked at 5 different flight schools, some of which are out of business now, and have not been able to get in touch with a lot of my students (most of them are back in India). What are the ramifications of lost records, is it like losing your pilot logbook, or more serious?

I though I didn't (haven't had a primary student for some time). But I went back to my records and, sure enough, all solo flight endorsements - 25 NM repeated, individual cross countries – are there.
