That was their story.

The new FBO operator doesn't have that requirement.
 
Under JAA rules, an IR is required for night flight. The FAA is pretty liberal.

The FSDO in Atlanta also denies ever hearing anything about an initiative to change the CFI qualifications.

They could've taken that option in exchange for a lower premium. Pilot warranties like that generally will lower the premium by a good chunk, but you'll lose income on it.
