CASS for flight followers

According to my HR dept. Flight Followers are not allowed in the CASS program.

Question: If a flight follower has a valid Aircraft Dispatcher cert. are they also eliminated from CASS? If so is this an ARINC rule? an FAA rule? Has anyone dealt with this before?
 
Depends what the job entails. Dispatchers are allowed in the CASS system because they are required to perform jumpseat observation every year and share operational control with the PIC. A flight follower for a 135 operation isn't required to jumpseat, and doesn't share operational control. It's an FAA rule I believe. For example, if I was working at my current airline in some position other than dispatch such as crew scheduling, I wouldn't get in the CASS system just because I have a dispatcher certificate.
