The incumbent serves as the District Pilot for the District of Alaska, United States Marshals Service as a Pilot-in-Command of a Cessna 208B Grand Caravan. The District of Alaska supports district fugitive and prisoner transport operations throughout all of Alaska.

This looks like a typical Federal Gov job announcement.
The hiring supervisor knows a pilot he/she wants to hire so they adjust the announcement to fit the specific pilot they want. Person applies and is hired! Shock!!
