A couple of things. If your flight planning system allows you to build a route to your alternate, there is nothing illegal about building one that goes over PDX before heading to LAX.
Also, (under 121) you are allowed to burn into your 45 min reserve at anytime once airborne. That 45 min is for planning only. A part 121 flight can land on vapors if that is what both the dispatcher and pilot agree to. Legal? - yes. Safe or Smart? - no.
Remember legal and safe are 2 totally different things.
