Kev, he's probably referring to the 150NM solo cross country.

And to the OP - if the regulation says "current" I don't see many ways to interpret that other than that. Current. Immediate. Short term.

However - nothing in the reg states it must be the student's "primary instructor" that makes the endorsement.

So, what we used to do if we didn't want to or couldn't meet the student at the airport was have any other trustworthy CFI endorse the student's planning. So - assuming the student is properly endorsed for solo flight, any CFI can take a look at their planning for a particular flight and endorse them.
 
I won't do that. The CFI (either primary CFI or not)signs the endorsement must ensure everything is under the student limitation and safe for the flight. Just think if they have anything wrong, FAA will check everything. I won't bet my career on this.
