The issue has been controvesrial - even within the FAA - for years.Yeah, I figured it was a pretty recent change what with CFIIs-only, being able to teach instruments-only in a multi with no MEI.
Where I work, we have a number of MEI-only and MEI/CFII only guys.
There was a minor change in the wording of the reg in the October 2009 Part 61 revision that was meant to "clarify." Reading the "old" v. "new" leave a lot of folks convinced that the change in the wording was pretty insignificant - that the FAA finally made a decision what the policy was and made a "change" in the reg as a way of announcing it.
Here's the old:

(b) Aircraft ratings. A flight instructor may not conduct flight training in any aircraft for which the flight instructor does not hold:
(1) A pilot certificate and flight instructor certificate with the applicable category and class rating; and
(2) If appropriate, a type rating.
(c) Instrument Rating. A flight instructor who provides instrument flight training for the issuance of an instrument rating or a type rating not limited to VFR must hold an instrument rating on his or her flight instructor certificate and pilot certificate that is appropriate to the category and class of aircraft in which instrument training is being provided.
