I'm with pretty much every one else, the marginal benefits of the accident investigations here outweigh the costs. I don't think there would be any more information on a video than you could get from the existing recording equipment. Plus, the media would be clammering for the video the minute a plane crashed so they could show the footage on the 11 o'clock news. Through enough $$$ at an overworked, underpaid gov't employee, and a copy might "accidentally" make it out of the NTSB.

As far as CVRs being leaked, I think that once the investigation is complete, it's public domain. It's considered part of the official report, which is public record. That's why airdisaster.com hasn't been shut down yet.
