Bottom/top of phase levels

Can anyone explain how the bottom and top level of the CPC salary is calculated? If the lower salary level is $50,000 and the top of the scale if $60,000 when does a CPC start receiving the top of the pay scale? Is this based on performance awards, time at the facility or both?

Lastly, if I am certified at level 7 facility and a couple of years later transfer to a level 9 facility does my salary start back at the D1 level until I am certified at the level 9 facility?

Time, you get raises every year until you max out. And no, you do not start over at D1 when you have your certification.
