http://www.m-w.com/dictionary/biannual disagrees with you.
biannual
One entry found for biannual.
Main Entry: bi·an·nu·al
Pronunciation: (")bI-'an-y&(-w&)l
Function: adjective
1 : occurring twice a year
biennial
One entry found for biennial.
Main Entry: bi·en·ni·al
Pronunciation: (")bI-'e-nE-&l
Function: adjective
1 : occurring every two years
semiannual is twice in one year. The way I remember this is the Victoria's Secret Semi Annual Sale when they show lots and lots of tv commercials. If they did it only ever other year, I'd want to shoot someone.

Semi-annual is twice in one year ... as is biannual.
Per your definition source:
BIANNUAL
Which is incorrect usage for the context of a flight review. As I stated above a flight review is BIENNIAL.
Per the M-W Dictionary:

Wow, did you read the second definition or just stop cold at the first
2 : BIENNIAL 1
