The Oregon CAP seems a little nuts to me, but I have no idea if it's the same in other states or not (I'm not in it, but a friend of mine is). They've got planes based in various areas around the state, and the local CAP wing has control over it. Nobody ever wants to let their plane go anywhere, even if it's a trade, and they sometimes don't even want them to go on missions. It took the ROTC colonel yelling at numerous people in CAP to get one of the planes down here for the ROTC cadet rides they do.
