Basic Category 1 2 3 Landing

When using any one of these three to shoot the approach is all three (TD,MP, RO) all controlling? Or just TD? Again keeping it basic with no exceptions etc..

I know for takeoff C078 it specified what to do but can't find information on landing.

C060. All RVR is controlling. Cat 2 TDZ is reqd and rollout is reqd for ops below 1200rvr. Cat 3 all are required and controlling
