Banner tow Rocket C-150

Well... it's a good thing the plane stalled in midair, and not after it hit the water. Because then they'd be in REAL trouble.

And yeah... the G650 hat. Like a G6, yo.
 
What regulation did they reference for this? I see nothing in CFR 91 that limits passengers during banner tow operations, nor in the Advisory Circular about information for banner tow operators.

Is this something that is specified when they issue the waiver? I still do not understand why a banner tow operation even needs a waiver. The only theory I've ever had but has not been confirmed is that a waiver is required because of 91.119 and since a pickup/drop is below the minimum safe altitude numbers, but a landing is not being performed, then a waiver is required. Houston?

14 CFR 91.311
§ 91.311 Towing: Other than under § 91.309.
No pilot of a civil aircraft may tow anything with that aircraft (other than under § 91.309) except in accordance with the terms of a certificate of waiver issued by the Administrator.

Other issues are applicable to the aircraft such as placards, the installation of the tow hook, and sometimes a change in airworthiness certificate.
