Do you get a late arrival charge if you got held up because of Flow Control Management Program at another airport?
Do you get fined if you are held up by weather?
The whole thing seems to need a lot more thought!
That is to say I've not come across many airlines that deliberately try to run late, as far as I'm aware they usually get held up, the problem is I think that if one route is bad and hold up a plane then that plane itself is late, and the knock-on effects to the rest of the schedule cause problems, will we see the days coming back of standby aircraft all over the place to avoid these fines?

Partly, yes it is. When you start flying more jets into the same gate space things start backing up. It's basic math.

Number of jets in the sky (and more importantly at the gates) was my point. Schedule can help some but if you fly MORE airplanes to the SAME gates it takes MORE time to get all of them through. Again, basic math.
