Actually, the Air Force phraseology was, "N123, check wheels down, cleared to land," even on aircraft we knew to have fixed gear. No exceptions. And that phraseology for both USN and USAF is still contained in the FAAO 7110.65 to this day.
Here in Troy (TOI) we have an army run tower on our civilian airfield. We are just north of Fort Rucker which is pretty much the mecca of army helicopter training in the U.S. I know that the tower here always clears to land "check wheels down" for ALL aircraft that it communicates with. Interesting to hear it while flying a 172 around, I am honestly not really sure what even flies around here that has retractable gear besides the Gulfstreams and citation and warbirds that fly out of the flight department I work for.
