Had some extensive discussion on this place at the other site. We more or less came to the conclusion that it's not very trustworthy. They've made some claims that have been disproven, such as the FAA promising to hire their first 100 graduates -- anyone even remotely familiar with the FAA would realize that's BS, but it was confirmed when someone took the time to ask a hiring manager in OKC personally.
To be fair to both sides, I've spoken with somebody at Link (the company makes ATC simulators, by the way -- some of the same ones you'll find at other schools, the military, etc), and they told me that the "100 grads hired" figure was a misquote. But there are other things that throw up red flags, like misleading claims about income on their website, and having an employee astroturf on StuckMic to try and promote their school.
Supposedly, on finishing the classes and receiving your CTO, the same FAA examiner will then conduct interviews with the graduates and offer them TOL's the same day. Clearances are handled at the beginning of school, and with a CTO, an AT-SAT is not required. That would be a... unique entry into the system. Personally, I don't know if it's true or not.
Basically, you're paying a huge amount of money for a CTO -- not a CTI. You'll still be in the OTS pool. If the bit about an interview and FOL upon completion is true, that's a plus, but you can get a CTO for free with the PUBNAT route. It sounds suspiciously like those schools that charge huge amounts of money without promising any certain end result. As a result, most people have decided that it's a sham. For my part, I'm a little wary myself, but I'm withholding judgment until the first class graduates later this year. We'll see what happens. But if you've got $40k to spend, go do it at a CTI school instead.
