That’s when the TDY extensions and the ones who originally came down permanent can leave (at least in theory per the mou). We have 22 certified controllers him EWR area right now. 14 can leave, 12 of those are definitely leaving. We have 2 maybe 3 trainees who will be certified by then. Sucks cause they could have done it right and it would have worked but they decided to make the wrong decision every single time and then blame it all on us controllers. Now I don’t think it can be fixed.
