I'm gonna say charter bus but you should check into train and 15 pax vans. I've done all three on youth mission trips to Tijuana or to retreats. I'm gonna say 15 pax vans will be cheaper but, trust me, it's far less comfortable than a bus, and I was driving.

The train was the most fun and most comfortable but will probably be the most expensive. Forget flying, too expensive.
 
Southwest offers a group rate/discount for groups of 10 or more. But i aint sure if they fly into TYS. I know they fly into BNA. how far apart are the 2.

Hey, for some outside the box thinking, how about you call that hotline they show at the end of the show "Airline" and tell them about the girls situation. Maybe they can do something with it for the show. just a thought.

A youth trip to tijuana? Is that the kind where you drive 3 vans down, and one mercedes back?

There are lots of resources on the internet about 15-pax vans being highly unsafe. Charter a 55-57 pax bus. There are several websites where you can put in your trip and solicit bids from multiple companies. You ought to be able to get a motorcoach for about $3-$3.50 per mile, or about $270 - $320 per person for the 45 people on the 4000 mile trip. Just make sure the company is reputible. The two major and respected industry associations have advice and guidelines on their websites: www.buses.org www.uma.org/

Yep, post this on airliners.net without the ages! They will be wanting to take them for free!
