Not correct.
FAR 43, apendix A (c) provides a list of tasks that are considered preventative maintence. Also any task that a manufacturer describes as PM. PM may be performed by any private pilot, and the pilot must document it in the aircraft logbook.
Removing a radio or reciver of any type is not listed, so it requires an A&P to sign off the task. You can do the task yourself under their supervision, but they must sign it off.
