AirTran pilot union endorses ALPA merger

On Thursday, the BOD met with ALPA for a presentation. ALPA expressed a strong interest in representing the pilots of AirTran, and suggested pursuing a merger agreement. At the request of Captain xxxx, ALPA Director Jalmer Johnson committed that ALPA would not submit cards to the NMB during 2009.

On Friday, the BOD met to discuss numerous issues. All items will be posted in the minutes in the next 14 days. After attending the presentations by both ALPA and IBT, and discussing the issue of national representation, the board made the decision to go in a different direction than was previously planned. As we communicated in an email earlier this week, the original plan was to have presentations in January, followed by a referendum. Today, the BOD voted instead to recommend that the NPA merge with ALPA, pending the negotiation of a favorable merger agreement. The BOD resolved to have a vote on the merger take place in February, or within 30 days of finalizing the merger agreement. Presentations will also be made on behalf of the NPA.

More information will be available as the road shows are scheduled.

We recognize that there are many more questions than answers right now, and over the coming weeks, your BOD members should be available to answer your questions and concerns.


The NPA will continue to proceed in a unified direction of enforcing the current contract and negotiating much needed improvements. We will strive to ensure that the merger decision and process does not interfere with the normal duties of the NPA.

As a reminder, there will be all pilot conference calls held on Thursday and Friday in an effort to share information and answer questions.

Background

Beginning in November, card drives were started by NPA members for both the International Brotherhood of Teamsters (IBT) and the Air Line Pilots Association, International (ALPA). These card drives began a massive groundswell from rank-and-file members to explore national representation options. Both IBT and ALPA made presentations to the NPA Board of Directors (BOD), with IBT stating that they are not interested in a merger at this time, and ALPA stating that they are very interested in a merger.

Proposed Resolution

WHEREAS the membership of the NPA has made it clear that they are interested in exploring the option of national representation, and

WHEREAS the NPA BOD has had meetings with both ALPA and IBT, in which both unions made presentations of their representational structure, support services, and resources, and

WHEREAS the NPA BOD has determined, based on these presentations and on prior experience with both organizations, that ALPA will provide the NPA members with the best structure, the most resources, and the most support, and

WHEREAS the IBT has indicated that they are not interested in pursuing a merger with the NPA at this time,

THEREFORE BE IT RESOLVED that the NPA BOD endorses a merger with ALPA, provided a favorable merger agreement is reached between ALPA and the NPA, and

BE IT FURTHER RESOLVED that the NPA BOD will arrange for “road shows” and other presentations and informational material from ALPA and the NPA and/or IBT, beginning no later than the first week of January, and

BE IT FURTHER RESOLVED that the NPA BOD will enter into negotiations with ALPA to develop a merger agreement, beginning no later than the second week of January, and

BE IT FURTHER RESOLVED that the NPA BOD will conduct a merger vote of the NPA membership, beginning no earlier than the second week of February, and no later than 30 days after the completion of the tentative merger agreement, and

BE IT FURTHER RESOLVED that although the NPA BOD is endorsing a merger with ALPA, the NPA BOD will invite the IBT to also conduct presentations to the pilot group, if the IBT is interested, and

BE IT FURTHER RESOLVED that if the IBT does decide to participate in this process, and does decide to pursue a merger with the NPA, the NPA BOD will include the IBT on the merger ballot and will initiate negotiations for a favorable merger agreement, and

BE IT FURTHER RESOLVED that if the IBT is also included on the ballot, and if none of the three unions receive more than 50% of the vote, a run-off ballot will take place for the two unions that receive the highest and second-highest number of votes, and

BE IT FURTHER RESOLVED that a run-off ballot will begin no later than seven days after the completion of the first ballot, and

BE IT FURTHER RESOLVED that the NPA BOD will make every effort to educate the pilot group on their options and why the NPA BOD has endorsed an ALPA merger

Great news. Hopefully AirTran will be the next to join the ALPA ranks. That is, after Colgan successfully votes ALPA in on Dec. 17th!
 
By the time you realize that you need ALPA, it's already too late. Trust me. I'll be telling some stories over cocktails at the next JC or the next M&G about that.
